I guess they dont want to pollute the brand image, confuse customers etc. A strong single image will sell more cars. The ad agency would have been told that they could either use previous FIAT-group products, or disguised cars. To disguise a car costs money, so it's easier just to get some out-of-production FIAT-group machinery in front of the camera. Also, no advertiser wants to detract from its own product. In the case of the Fiat Panda, having a Giulietta or MiTo in shot would show the Panda up as being a bit of an ugly duckling, which could have counter-productive outcomes, as anyone with a good-looking mate will tell you.
